Trucks Were Sitting at Borders Because the Paperwork Could Not Keep Up With the Cargo

A truck arrives at an African border crossing with incorrect documentation. It does not get waved through with a correction to follow. It stops. The driver waits. Detention charges accumulate. The cargo sits while the paperwork is corrected, resubmitted, and cleared.

For one of Africa's largest land transportation and logistics providers — a business connecting African countries to each other and to the rest of the world — this was not an edge case. It was the operating reality. Documentation errors at borders were generating detention charges and delaying deliveries across the network.

The operation carried the complexity that makes African cross-border transport hard to systematise. Shipments with multiple containers and break-bulk cargo had to be split across different trucks for delivery to different locations. Each split created new documentation, new customs entries, new transit bond requirements. Transit bonds — tracked manually across a high volume of truckloads and delivery locations — were slipping. Slipped bonds meant regulatory exposure.

And nobody could see where things stood. No milestone tracking for customs or border clearance. No exception alerts. The operations team found out a truck was held at a border when someone called to ask where the cargo was.

The Gaps Ran Deeper Than the Borders

Tax calculations were irregular. Invoicing did not conform to the formats the relevant government authorities required. The gap between what the business was submitting and what the regulations demanded grew with every transaction.

Standard CargoWise reports did not cover what the business needed to manage its fleet, its cargo, or its compliance obligations. Twenty-five reporting requirements — operational, financial, and regulatory — sat outside the platform's standard report library.

The business needed its customs, invoicing, tax compliance, milestone tracking, and reporting rebuilt inside one platform. Not patched. Configured properly.

What SFL Delivered

SFL implemented five CargoWise modules — Forwarding, Transport, Finance, Sales & Marketing, and Tariff — as an integrated environment configured for the specific compliance, invoicing, and operational demands of African cross-border land transport.

Transport and Forwarding — Built for the Split

The Transport and Forwarding modules were configured to handle the reality: multi-container and break-bulk shipments split across trucks, delivered to different locations across different countries, each carrying its own documentation and transit bond requirements.

Custom milestone fields gave the operations team visibility into customs clearance and border clearance activities for the first time. Where shipments sat in the clearance process, which trucks were waiting, which deliveries were at risk — visible inside the platform, not discovered by phone call.

Finance and Invoicing — Electronic, Compliant, Automated

SFL implemented electronic invoicing with a custom-built PDF writer engineered to read pixel data and print invoices with the electronic invoice numbers the government required. Manual invoice production was replaced entirely.

Tax configuration was rebuilt for correct geo-compliant calculations. A VAT report was configured for direct upload to the government portal. Invoice templates were customised to the specific formats the business required — formats the standard CargoWise templates did not support.

100% automation of tax submissions to government. No manual intervention in the invoicing cycle.

25 Custom Reports

The business needed to see things standard CargoWise reporting could not show it. SFL built 25 custom reports to client specification — operational, financial, and compliance views that the platform did not offer out of the box but that a cross-border land-transport operation at this scale could not run without.

The Results

Metric Before SFL After SFL
Invoicing Manual — produced and submitted by hand Electronic automated invoicing — no manual intervention
Tax submissions Manual, irregular, compliance risk 100% automated — direct to government portal
Customs & border visibility No milestone tracking — delays discovered by phone Milestone fields tracking clearance and border activities in real time
Reporting Standard reports that did not match business requirements 25 custom reports built to specification
Automation Partial — manual processes across invoicing, tax, documentation 100% business automation within 10 months

Ten months from project start, the business reached full automation across the scoped processes.

Electronic invoicing replaced manual production. Tax submissions go direct to the government portal. The operations team sees customs and border clearance status inside CargoWise instead of learning about delays from customer phone calls. And 25 reports that did not exist in the platform now give the business the visibility it needs to manage cross-border freight at scale.

Are Documentation Errors and Manual Compliance Slowing Your Transport Operation?

If trucks are sitting at borders because the paperwork was not right, or invoicing and tax submissions are still manual, the cost is accumulating in detention charges, compliance risk, and delivery delays your customers can see. SFL has configured CargoWise for African land-transport operations — customs, invoicing, transport, and the 25 custom reports that the platform does not offer out of the box.
